Major, 

For the information of the General Commanding the following extracts from Report of Capt J. A Conner Inspector District St. Louis for January 1864, are submitted, 

Capt William Leeper, 3rd Cav Mo of Mo post commander at Pattterson, Mo is a very neglectful officer, and in my opinion a very dangerous post commander, his own business in regard to making reports to Washington is entirely neglected and I cannot see as he pays much more attention to the public business.

April 5, 1862, Reeves Station, Wayne Co. Mo. Col. Baker Conrad, 1st Indiana Cavalry request that Leeper’s company be attached to him temporarily.  Wishes to use Leeper’s company as a guard for his canons. Mentioned that Leeper was armed Enfields. Speaks very highly of him. 

July/Aug 1862, Lost horse in battle, july 20, Valued at $85 with $29.34 equipment
Sept/Oct 1862 Absent on Detached Service 
September 26th, 1862, Greenville, MO, Col. S. H. Boyd, statement concerning conduct of Cpt. Wm T. Leeper and 12th MSM Cav while in command of Greenville, allowing himself and command to be surprised by the rebels under Capt. Rives in July 1862.
Did not put out or patrol roads, allowed officers to leave camp at night, allowed peddlers of alcohol to come in camp at night.  Had no discipline over his company.  
November 5, 1862, Leeper ordered to Benton Barracks to be mounted, uniformed, and equipped. 
November 17, 1862, Order No. 74, Capt. Leeper with one officer and 63 men and 61 horses, move from St. Louis to Pilot Knob. 
Pilot Knob March 5, 1863.  Orders to have Company B, 12th Missouri State Militia Cavalry moved to Pilot Knob at which time Leeper is to appear in front  a court of inquiry. 
Feb 1863, Court of investigation over his abandonment of Van Buren. ​
